Terms of service

What you can expect from us and what we need from you. Written to be read, not skimmed past.

Last updated: 17 August 2026. These terms cover the website backflowtester.ca and any testing service arranged through it by Backflow Tester (“we”).

The website

The content on this site explains Durham Region’s backflow prevention program in plain language and describes our service. It is accurate to the best of our knowledge on the date shown on each page and cites its sources, but it is general information, not legal advice about your property. The by-law and the Region’s own communications govern. If something here conflicts with a notice you received from the Region or BSI Online, follow the notice and tell us.

Quotes

A quote is per property and per device, valid for 30 days unless it says otherwise, and includes what it lists (the test, the tag, the report, the BSI Online filing fee and submission, and the annual reminder). It does not include repairs, replacements, or plumbing corrections, which are quoted separately before any work.

Scheduling and access

You (or your site contact) provide access to the device at the agreed time and make sure the water on that line can be off for the duration of the test. If access is not available at the booked time and we were not told in advance, a return visit may be charged. We will confirm the access plan when we book and remind you the day before.

The test and the result

Testing is performed by an authorized tester registered with Durham Region’s backflow prevention program, using calibrated equipment, to the CSA B64.10.1 procedure. The result is what the gauge shows. A pass is a pass, a fail is a fail; neither is negotiable, and a failed result is reported to the Region within 24 hours as the by-law requires.

Failures and repairs

If a device fails, repair or replacement is the owner’s responsibility under the by-law and is done by a licensed plumber. We coordinate this through a plumbing partner and quote the repair and the retest before work proceeds. You may use your own plumber; we will still handle the retest and filing if you wish. We do not perform plumbing work.

Filing and records

We submit the test report through BSI Online within the by-law’s 28-day window and confirm to you when it is on record. You receive a copy of the report. The by-law requires the owner to keep test reports on site for five years; keeping them is your responsibility, though we will resend a copy on request.

Payment

Invoices are due on the terms stated on the invoice. Filing of the report is never withheld over payment; the by-law’s 28-day duty comes first.

Limits of responsibility

We are responsible for performing the test competently, tagging the device, filing the report on time, and telling you the truth about the result. We are not responsible for the condition of your device, for the consequences of a failed test, for the Region’s decisions, or for delays caused by access not being available. Our total liability for any claim relating to a test is limited to the amount you paid for that test.

Cancellation

Cancel or move a booking with a business day’s notice at no charge. Less than that, and we may charge a call-out fee if the tester is already routed to you.
